BRUNSWICK RAILROADER LITTLE LEAGUE LOCAL RULES 


Baseball 

SENIOR LEAGUE 

BRLL will follow the MD-2 Baseball Teen Division Local Rules as adopted each year. 

Player Eligibility—Senior League: All players, league age 14 - 16, must attend at least 50% of the  evaluations to be eligible for the Senior League Draft and All-Star play at any level (Little League  Operating Manual and Little League Regulation IV(f)). Any player who misses evaluations must have an excuse approved by the Board. Players who are injured still must attend at least 50% of the evaluations. Other exceptions must be approved by the Board. 

Evaluations – Senior: All players ages 14 - 16 and attending evaluations will be available  for the Senior League draft. Where safety issues exist, the parent or legal guardian who  requests to keep their son or daughter in the Juniors MUST make a request prior to  evaluations to a Board Member or another volunteer at check in for evaluations.  

At the conclusion of the Evaluations, the VP Baseball will  meet with the Senior, Junior, and Intermediate League Managers and Player Agent to discuss  the players who have attended evaluations to be considered for the Intermediate (13 year olds  only), Junior (13 - 15 year olds, 15 year olds are not eligible for All Star play), and Senior (14 - 

16 year olds) Leagues. This discussion will include ability, safety, and the number of open  positions available to these players. A list of these players, who the group feels are ready for  each level of play, will be given to the Player Agent prior to the Senior League Draft.  

Draft: All Managers must have submitted letters and have been voted in by the  Board of Directors prior to the start of the Player Evaluations/Tryouts. The exception to this will  be if the tryout attendee list grows to the level of requiring an additional Manager, this manager will  be appointed by the President prior to the start of the Player Draft.

The Senior league will follow Option B (with teams selecting the order of draft randomly  prior to starting the draft (selecting numbers out of a hat), then following a serpentine order, the  team selecting first selects last in the 2nd round, etc.) in the Little League Operating Manual.  

Replacement Players—Senior League: If a player is needed during the regular season to fill a  roster spot in the Senior league, the Manager needing the player must choose a league age 14- year-old from the Junior League. Said player can be Dual Rostered. A player must be replaced  with the concurrence of the Player Agent and reviewing manager within seven days after the  vacancy has been made known to the Player Agent. No Senior League team shall be required  to fill a roster vacancy with less than two weeks remaining in the regular season. 

Player Pool – Senior League: At the beginning of each season a player pool will be established  by the player agent. In the event that a player is needed the manager must give the player agent  as much time as possible to fill the vacancy. 

Continuous Batting Order: In order to increase the opportunity for all players to enter the  games at various positions and remove the need to link players within the games, a  continuous batting order will be utilized.   

All Star Selection: At the conclusion of each season, BRLL may sponsor a Senior (13 - 16 Year  Olds) All Star team. Team members will be selected by recommendation(s) from the current season manager(s), along with appointments from the All Star team manager in consultation with the  Player Agent and other senior/junior/intermediate managers and coaches. 

The All Star Manager will complete the roster. Roster size of each team will be determined by  the All-Star Manager of that team with a minimum of 12 unless there are not enough eligible  players.  

The Player Agent or designee will manage the selection process. Attendees at the selection  meeting will be limited to current season managers and the All-Star managers/coaches. The  League President and Player Agent must attend the All-Star selection meeting; other members  of the Board may attend. 

JUNIOR LEAGUE 

BRLL will follow the MD-2 Baseball Teen Division Local Rules as adopted each year. 

Player Eligibility—Junior League: All players, league age 13 – 15, must attend at least 50% of the  evaluations to be eligible for the Junior League Draft and All-Star play at any level (Little League  Operating Manual and Little League Regulation IV(f)).  Any player who misses evaluations must have an excuse approved by the Board. Players who  are injured still must attend at least 50% of the tryouts. Other exceptions must be approved by  the Board. 

Evaluations – Junior: All players ages 13 - 15 and attending evaluations will be available  for the Junior League draft. Where safety issues exist, the parent or legal guardian who  requests to keep their son or daughter in the Intermediates (13 year olds only) MUST make a request prior to evaluations to a Board Member or another volunteer at check in  for evaluations.

Player Eligibility – Intermediate League: All players league age 11 - 13 must attend at least 50%  of the evaluations to be eligible for the Intermediate League Draft and All-Star play at any level  (Little League Operating Manual and Little League Regulation IV(f)). Any player who misses evaluations must have an excuse approved by the Board.  Players who are injured still must attend at least 50% of the evaluations. Other exceptions must be approved by the Board. 

Evaluations – Intermediate: All players ages 11 - 13 and attending evaluations will be available  for the Intermediate League draft. Players aged 13 must play at the Intermediate level or above.  

At the conclusion of the Evaluations, the VP Baseball will  meet with the Senior, Junior, and Intermediate League Managers and Player Agent to discuss  the players who have attended evaluations to be considered for the Intermediate (11 - 13 year  olds), Junior (13 - 15 year olds, 15 year olds are not eligible for All Star play), and Senior (14 - 

16 year olds) Leagues. This discussion will include ability, safety, and the number of open  positions available to these players. A list of these players, who the group feels are ready for  each level of play, will be given to the Player Agent prior to the Intermediate League Draft.

MAJOR LEAGUE 

Player Eligibility—Major League: All players, league age 9-12, must attend at least 50% of the  evaluations to be eligible for the Major League Draft and All-Star play at any level. Any player who misses evaluations must have an excuse approved by the Board Players who are injured still must attend at least 50% of the tryouts.  All other exceptions must be reviewed by the Board. 

All players ages 9-12 and attending try-outs will be available for the Major League draft. Where safety issues exist, the parent or legal guardian who requests to keep their son or  daughter in the minors MUST notify a member of the Board or a volunteer at registration  in tryouts in writing prior to the Major League evaluations. 

Evaluations – Majors: All players ages 9 - 12 and attending evaluations will be available for  the Major League draft. Where safety issues exist, the parent or legal guardian who  requests to keep their son or daughter in the Minors MUST make a request prior to  evaluations to a Board Member or another volunteer at check in for evaluations.  

At the conclusion of the Evaluations, the VP Baseball will meet  with the League Managers and Player Agent to discuss the players who have attended  evaluations to be considered for the Majors (9 – 12 year olds) and Minors (7 – 11 year olds).  This discussion will include ability, safety, and the number of open positions available to these  players. A list of these players, who the group feels are ready for each level of play, will be  given to the Player Agent prior to the Major League Draft. 

Draft—Major League: All Managers must have submitted letters and have been voted in by the  Board of Directors prior to the start of the Player Evaluations/Tryouts. The exception to this will  be if the tryout attendee list grows to the level of requiring an additional Manager, this manager will  be appointed by the President prior to the start of the Player Draft.

The Major League will follow Option B (with teams selecting the order of  draft randomly prior to starting the draft (selecting numbers out of a hat), then following a  serpentine order, the team selecting first selects last in the 2nd round, etc.) in the Little League  Operating Manual.  Any league age 9 year old players require executive committee approval.

Replacement Players—Major League: If a player is needed during the regular season to fill a  roster spot in the Major league, the Manager needing the player must choose a league age appropriate from the Minor League. A player must be replaced with the  concurrence of the Player Agent and reviewing manager within seven days after the vacancy  has been made known to the Player Agent. No Major League team shall be required to fill a  roster vacancy with less than two weeks remaining in the regular season. 

Player Pool – Majors League: At the beginning of each season a player pool will be established  by the player agent. In the event that a player is needed the manager must give the player agent  as much time as possible to fill the vacancy. 

Pitch Count and Must Play: Pitch Count and Must Play Logs established by the league will be  located in a Google doc. It is the Managers responsibility to input all data within 24 hours of the completion of each game.

Regulation Games: Per 4.10(e), the 8-run rule will NOT be in effect. The 15-run rule and 10-run  rule will remain in effect.  

Make Up Games: Make up games will be played on the next available date on Younkins or Main  fields.  

End of Regular Season Tournament—Major League: BRLL will host an end of season  tournament amongst the teams in the major league to determine the league champion and  runner-up for placement in the Gregg Quedeweit Memorial Tournament of Champions and  Dave Fogle Memorial Tournament, respectively. The tournament will be a double elimination  tournament following the D2 Tournament of Champions rules with the regular season in league win/loss  record determining the seeding for the tournament. For seeding purposes, if there is a tie,  seeding will be determined by a coin flip.  

All Star Selection—Major League: At the conclusion of each season, BRLL will sponsor up to  three Major League All Star teams: 8 - 10 Year Olds, 9 - 11 Year Olds, and 10 - 12 Year Olds. Team members will be selected by recommendation(s) from the current season manager(s), along  with appointments from the All Star team manager in consultation with the Player Agent and other majors managers 

The All Star Manager will complete the roster. Roster size of each team will be determined by  the All-Star Manager of that team with a minimum of 12 unless there are not enough eligible  players.  

The Player Agent or designee will manage the selection process. Attendees at the selection  meeting will be limited to current season managers and the All-Star managers/coaches. The  League President and Player Agent must attend the All-Star selection meeting; other members  of the Board may attend. 

MINOR LEAGUE 

Player Eligibility – Minor League: Any players league age 7 – 11 who do not attend at least  50% of the evaluations may have their All-Star privileges revoked. This will be handled on a  case by case basis by the Board of Directors. The parents of those players may have to meet  with the Board of Directors to discuss their player’s absence from evaluations.  Any player who misses evaluations must have an excuse approved by the Board Players who are injured still must attend at least 50% of the evaluations. 

Evaluations – Minor League: All players ages 9 - 12 and attending try-outs will be available for  the Minor League draft. Players ages 7 and 8 are only eligible for the Minor League draft and  must be evaluated by the Coaching Coordinator, VP Baseball, and Player Agent to ensure no  safety issue exists. 

At the conclusion of the Evaluations, the VP Baseball will meet with the Minor  League Managers and Player Agent to discuss the players league ages 7 and 8 who have attended tryouts to be considered for the Minor League. This discussion will include ability, safety, and the number of open positions available to these players.  A list of these players, who the group feels are ready for Minor League play, will be given to the Player Agent prior to the Minor League Draft. 

Draft – Minor League: All Managers must have submitted letters and have been voted in by the  Board of Directors prior to the start of the Player Evaluations/Tryouts. The exception to this will  be if the tryout attendee list grows to the level of requiring an additional Manager, this manager will  be appointed by the President prior to the start of the Player Draft. 

The Minor league will follow Option B (with teams selecting the order of draft randomly prior to  starting the draft (selecting numbers out of a hat), then following a serpentine order, the team  selecting first selects last in the 2nd round, etc.) in the Little League Operating Manual. 

Consideration will be given to siblings when making selections. Accommodations requested  for transportation reasons will be considered if room on the roster permits. These  accommodations and requests will be provided before the start of the draft. 

Replacement Players – Minor League: In the event a player quits or is pulled up to a Major  League team, that team may fill a roster spot by drafting a 7-year-old or 8-year-old player from  the Coach Pitch division. A player must be replaced with the concurrence of the Player Agent  and reviewing manager within seven days after the vacancy has been made known to the  Player Agent. No Minor League team shall be required to fill a roster vacancy with less than  two weeks remaining in the regular season. 

Player Pool – Minor League: At the beginning of each season a player pool will be established  by the player agent. In the event that a player is needed the manager must give the player agent  as much time as possible to fill the vacancy.

Modified Player Pitch: For the first 14 days of the regular season we will follow modified player pitch, and  transition to player-pitch for the remainder of the season.  On the 4th walk of a single half inning, the batter will remain in the batters box and a coach for the batting team will throw from the pitcher’s mound.  The batter must put a ball in play or strike out to complete the at bat.  No walks will be taken for the remainder of the half inning.  The umpire will continue to call strikes, however balls are irrelevant.   

End of Play Determination – Minor League: Play stops when the pitcher has control of the ball in the pitcher’s mound circle.  The runner can advance to the next base as long as he/she has already broken to the next base before the pitcher has control of the ball in the pitcher’s mound circle. 

Fielding Positions—Minor League: Players will be put into multiple infield and outfield positions and taught to play each position. Minor League teams will field 10 position players, with the 10th player becoming the fourth outfielder. Players will rotate throughout the season, so players are allowed a chance to play every position as long as safety allows. 

Game Time Limit – Minor League: The inning that begins after 80 minutes is declared the last  inning and becomes the unlimited runs inning.  Minor League games will end at the 120 minute mark.  If the 120 minute mark occurs during an inning, the score is reverted to the previous inning.  A tie is allowable. 

Inning Length – Minor League: There will be a 5 run or 3 out rule in effect up to the last inning of  a game. The last inning can have an unlimited number of runs using just the 3 out rule in effect,  unless the mercy rule is in effect.  

Stealing: A runner may not steal on any ball that is caught by the catcher or remains on the home plate dirt circle.  One successful steal of home will be allowed per inning per team. Over throws to the pitcher are in play and base runners may advance. Over throws to the pitcher do not count as steals.

Pitch Count and Must Play: Pitch Count and Must Play Logs established by the league will be in  a Google doc. It is the Managers responsibility to input all data within 24 hours of the completion  of each game.

The All Star Manager will complete the roster. Roster size of each team will be determined by  the All-Star Manager of that team with a minimum of 12 unless there are not enough eligible  players.  

The Player Agent or designee will manage the selection process. Attendees at the selection  meeting will be limited to current season managers and the All-Star managers/coaches. The  League President and Player Agent must attend the All-Star selection meeting; other members  of the Board may attend. 

COACH PITCH LEAGUE


Player Eligibility – Coach Pitch: All players ages 6 – 8 (6 year olds must have played at least 1  year of T-ball) are eligible to play Coach Pitch.  

Draft—Coach Pitch: Before the draft the children of the managers and voted-in coaches will be  placed on the appropriate teams. The draft will then proceed with teams drawing a draft order  number and selecting players in alternate reverse order (example: In a five team league in  round 1: team 1 selects 1st, team 2 selects 2nd, and so on, and in round 2; team 5 selects 1st,  team 4 selects 2nd and so on). Consideration will be given to siblings when making selections.  Accommodations requested for transportation reasons will be considered if room on the roster  permits. These accommodations and requests will be provided before the start of the draft. 

Coach Selection—Coach Pitch: All Managers must have submitted letters and have been voted in by the  Board of Directors prior to the start of the Player Evaluations/Tryouts. The exception to this will  be if the tryout attendee list grows to the level of requiring an additional Manager, this manager will  be appointed by the President prior to the start of the Player Draft.  Each team will be allowed a manager and three coaches.  

Base Running Rules—Coach-Pitch: No stealing is allowed. Running starts when the pitched ball  reaches the batter. Base running stops when the ball is in the control of an infielder. At that time  the runners will be placed at the discretion of managers depending on the runners’ progress.  Batters and runners will be able to take as many bases as possible until this rule is met. No  extra bases will be allowed on over throws of first base for the first 14 days of the season. 

Batting—Coach-Pitch: Batters are given seven swings at a “hittable” pitched ball from the  Coach. After the seven swings at “hittable” pitches, the batter will be considered out. If the  Coach is unable to get out of the way of a hit ball or it is caught by the Coach, this is  immediately called a base hit, and all runners advance one base. Coaches for the team at bat  should pitch. 

Fielding Positions—Coach-Pitch: Ten players are fielded to include a pitcher. Players will be put  in actual positions and instructed how to play each position (pitcher, catcher, four infielders, and  four outfielders). The 10th player is an extra outfielder. The “kid” pitcher is advised to stay clear  of the coach who is pitching, usually standing between the coach and first base. Players will be  rotated throughout the season so that they each get a chance to play every position. 

Game Length—Coach-Pitch: No new inning will start after 1 hour.  Coach-Pitch games will end at the 90 minute mark regardless of the status of the game.

Inning Length—Coach-Pitch: A half inning consists of three outs or when a team bats  through the entire line up whichever comes first. 

Won/Loss Records—Coach-Pitch: No won/loss records are kept. 

Coach-Pitch Showcase: The Coach-Pitch division will have a Coach-Pitch Showcase game at  the end of the regular season. Teams will be split into two divisions and an equal number of  players from each team will be selected to fill a roster of no less than 10 and no more than 16  players. The coaching staff of each team will select players from their team to be members of  the Showcase team. The rules in effect for the second half will be utilized in the Showcase  game.

T-BALL LEAGUE 

Draft—T-Ball: Before the draft the children of the managers and voted-in coaches will be placed  on the appropriate teams. The draft will then proceed with teams drawing a draft order number  and selecting players in alternate reverse order (example: In a five team league in round 1 team  1 selects 1st, team 2 selects 2nd, and so on, and in round 2; team 5 selects 1st, team 4 selects 2nd and so on).  Consideration will be given to siblings when making selections. Accommodations  requested for transportation reasons will be considered if room on the roster permits. These  accommodations and requests will be provided before the start of the draft. 

Coach Selection—Tball: All Managers must have submitted letters and have been voted in by the  Board of Directors prior to the start of the Player Evaluations/Tryouts. The exception to this will  be if the tryout attendee list grows to the level of requiring an additional Manager, this manager will  be appointed by the President prior to the start of the Player Draft.  Each team will be allowed a manager and three equal coaches.  

Base Running Rules—T-Ball: No stealing is allowed. Running starts when the ball is batted. Base  running stops when the ball is in the infield. At that time the runners will be placed at the  discretion of managers depending on the runners’ progress. Batters and runners will be able to  take as many bases as possible until this rule is met. No extra bases will be allowed on over  throws of first base. 

Fielding Positions—T-Ball: At most nine players are fielded. Players will be put in actual  positions and instructed on how to play each position (pitcher, four infielders, and four  outfielders). No catcher is used. Players will be rotated throughout the season, so all players  are allowed a chance to play every position. 

Home Plate Plays—T-Ball: There will be no attempts to make plays at home plate. 

Inning Length—T-Ball: Each half inning will be three outs or when the team bats through their  entire order, whichever comes first. 

Game Length: No new inning will start after 40 minutes, with a maximum game length of 1  hour.  

Won/Loss Records—T-Ball: No win/loss records are kept. 

Softball 

BRLL will follow the MD-2 Softball Local Rules as adopted each year with the exceptions within these bylaws that will apply only to BRLL in-house games. 

Players needed for Games for all Divisions of Softball – Softball games may start or end with 8 players. An out will not be called for the 9th position.  

SENIOR LEAGUE

Player Eligibility—Senior League: All players, league age 14 – 16, must attend at least 50% of the  tryouts to be eligible for the Senior League Draft and All-Star play at any level (Little League  Operating Manual and Little League Regulation IV(f)). Any player who misses evaluations must have an excuse approved by the Board Players who are injured still must attend at least 50% of the tryouts. Other exceptions must be approved by the Board. 

Evaluations – Senior: All players ages 14 - 16 and attending evaluations will be available  for the Senior League draft. Where safety issues exist, the parent or legal guardian who  requests to keep their son or daughter in the Juniors MUST make a request prior to  evaluations to a Board Member or another volunteer at check in for evaluations.  

At the conclusion of the Evaluations, the Intermediate/Junior/Senior League Representative will  meet with the Senior, Junior, and Intermediate League Managers and Player Agent to discuss  the players who have attended evaluations to be considered for the Intermediate (13 year olds  only), Junior (13 - 15 year olds, 15 year olds are not eligible for All Star play), and Senior (14 - 

16 year olds) Leagues. This discussion will include ability, safety, and the number of open  positions available to these players. A list of these players, who the group feels are ready for  each level of play will be given to the Player Agent prior to the Senior League Draft.  

Draft: The Senior league will follow Option B (with teams selecting the order of draft randomly  prior to starting the draft (selecting numbers out of a hat).  Pitchers will be identified during evaluations and drafted first using Option B   The overall player draft will follow the pitcher draft,using Option B after reselecting numbers, in a serpentine order, the team selecting first, selects last in the 2nd round, etc.) in the Little League Operating Manual.  Managers’ kids don’t count as a draft pick.  

Replacement Players—Senior League: If a player is needed during the regular season to fill a  roster spot in the Senior league, the Manager needing the player must choose a league age 14- year-old from the Junior League. Said player can be Dual Rostered. A player must be replaced  with the concurrence of the Player Agent and reviewing manager within seven days after the  vacancy has been made known to the Player Agent. No Senior League team shall be required  to fill a roster vacancy with less than two weeks remaining in the regular season. 

Player Pool – Senior League: At the beginning of each season a player pool will be established  by the player agent. In the event that a player is needed the manager must give the player agent  as much time as possible to fill the vacancy. 

Continuous Batting Order: In order to increase the opportunity for all players to enter the  games at various positions and remove the need to link players within the games, a  continuous batting order will be utilized. 

All Star Selection: At the conclusion of each season, BRLL may sponsor a Senior (13 - 16 Year  Olds) All Star team. Team members will be selected by votes from the current season managers, along with appointments from the All Star team manager in consultation with the  Player Agent and other senior/junior managers and coaches. 

The All Star Manager will complete the roster. Roster size of each team will be determined by  the All-Star Manager of that team with a minimum of 12 unless there are not enough eligible  players.  

The Player Agent or designee will manage the voting process. Attendees at the selection  meeting will be limited to current season managers and the All-Star managers/coaches. The  League President and Player Agent must attend the All-Star selection meeting; other members  of the Board may attend. 

JUNIOR LEAGUE 

Player Eligibility—Junior League: All players, league age 13 – 15, must attend at least 50% of the  evaluations to be eligible for the Junior League Draft and All-Star play at any level (Little League  Operating Manual and Little League Regulation IV(f))..  Any player who misses evaluations must have an excuse approved by the Board Players who are injured still must attend at least 50% of the tryouts. Other exceptions must be approved by the Board. 

Evaluations – Junior: All players ages 13 - 15 and attending evaluations will be available  for the Junior League draft. Where safety issues exist, the parent or legal guardian who  requests to keep their son or daughter in the Intermediates (13 year olds only) MUST make a request prior to evaluations to a Board Member or another volunteer at check in  for evaluations.  

At the conclusion of the Evaluations, the Intermediate/Junior/Senior League Representative will  meet with the Senior, Junior, and Intermediate League Managers and Player Agent to discuss  the players who have attended evaluations to be considered for the Intermediate (13 year olds  only), Junior (13 - 15 year olds, 15 year olds are not eligible for All Star play), and Senior (14 - 

16 year olds) Leagues. This discussion will include ability, safety, and the number of open  positions available to these players. A list of these players, who the group feels are ready for  each level of play will be given to the Player Agent prior to the Junior League Draft.  

Draft: The Junior league will follow Option B (with teams selecting the order of draft randomly  prior to starting the draft (selecting numbers out of a hat).  Pitchers will be identified during evaluations and drafted first using Option B   The overall player draft will follow the pitcher draft,using Option B after reselecting numbers, in a serpentine order, the team selecting first, selects last in the 2nd round, etc.) in the Little League Operating Manual.  Managers’ kids don’t count as a draft pick.

Player Pool – Junior League A pool of pitchers will be determined prior to the draft by the Coaching Coordinator and VP Softball. These players will be drafted separately to ensure pitching is distributed amongst all teams.  

All players on a major league team during the prior Spring season must also be placed  on a Major league team.  

All 12-year olds must be placed on a major team unless a waiver is submitted and  approved (Little League Regulation V(a)).  

Replacement Players—Major League: If a player is needed during the regular season to fill a  roster spot in the Major league, the Manager needing the player must choose a player from the  Minor League. A player must be replaced with the concurrence of the Player Agent and  reviewing manager within seven days after the vacancy has been made known to the Player  Agent. No Major League team shall be required to fill a roster vacancy with less than two weeks  remaining in the regular season.

Regulation Games: Per 4.10(e), the 15-run rule, 10-run rule, and 8-run rule will be in effect.  

All Star Selection—Major League: At the conclusion of each season, BRLL will sponsor up to three Major League All Star Softball teams: 8 - 10 Year Olds, 9-11 and 10 - 12 Year Olds. Team members  will be nominated from the current season managers, along with the All Star team manager in consultation with the Player Agent.

MINOR LEAGUE – Player Pitch & Modified Player Pitch 

Player Eligibility – Minor League: Any players league age 7 – 11 who do not attend at least  50% of the evaluations may have their All-Star privileges revoked. This will be handled on a  case by case basis by the Board of Directors. The parents of those players may have to meet  with the Board of Directors to discuss their player’s absence from evaluations.  

Evaluations – Minor League: All players ages 8 - 12 and attending try-outs will be available for  the Major League draft. Players ages 6 - 7 are only eligible for the Minor League draft. Where safety issues exist, the parent or legal guardian who requests to keep their daughter in the  minors MUST make said request to a member of the Board of Directors or a representative at  the check-in for evaluations. All requests will be recorded and provided to the Player Agent no  later than the end of evaluations. 

At the conclusion of the Evaluations, and Major League Draft, the Minor League Representative  will meet with the Minor League Managers and Player Agent to discuss the players league ages  7 - 11 who have attended tryouts to be considered for the Minor League. This discussion will  include ability, safety, and the number of open positions available to these players. A list of these players, who the group feels are ready for Minor League play, will be given to the Player Agent  prior to the Minor League Draft. 

Draft – Minor League: All Managers should have submitted letters and have been voted in by  the Board of Directors prior to the start of the Player Evaluations/Tryouts. An exception to this  will be if tryout attendee list grows to the level of requiring an additional Manager, this manager  will be appointed by the President prior to the start of the Player Draft. 


The Minor league will follow Option B (with teams selecting the order of draft randomly  prior to starting the draft (selecting numbers out of a hat).  Pitchers will be identified during evaluations and drafted first using Option B   The overall player draft will follow the pitcher draft,using Option B after reselecting numbers, in a serpentine order, the team selecting first, selects last in the 2nd round, etc.) in the Little League Operating Manual.  Managers’ kids don’t count as a draft pick.

Consideration will be given to siblings when making selections. Accommodations requested  for transportation reasons will be considered if room on the roster permits. These  accommodations and requests will be provided before the start of the draft. 

Replacement Players – Minor League: In the event a player quits or is pulled up to a Major  League team, that team may fill a roster spot by drafting an eligible player from Coach Pitch  division. A player must be replaced with the concurrence of the Player Agent and reviewing  manager within seven days after the vacancy has been made known to the Player Agent. No  Minor League team shall be required to fill a roster vacancy.

Fielding Positions—Minor League: Players will be put into multiple infield and outfield positions fand taught to play each position. We will field ten positions. Players will be rotated throughout the season, so all players are allowed a chance to play every position. 

Game Time Limit – Minor League: The inning that begins after 80 minutes is declared the last  inning and becomes the unlimited runs inning.  Minor League games will end at the 120 minute mark.  If the 120 minute mark occurs during an inning, the score is reverted to the previous inning.  A tie is allowable

Inning Length – Minor League: There will be a 5 run or 3 out rule in effect up to the last inning of  a game. The last inning can have an unlimited number of runs using just the 3 out rule in effect,  unless the mercy rule is in effect.

Modified Player Pitch: For the first half of the season we will follow modified player pitch, and  transition to player-pitch for the second half of the season. After ball 4 the batter will remain in the batters box and a coach for the batting team will throw from the pitcher’s circle.  The batter must put a ball in play or strike out to complete the at bat.  No walks will be taken.  The umpire will continue to call strikes, however balls are irrelevant.   

Stealing: The following will be enforced only in the first half of the season: The batter may not  steal second base when they are walked. Unless there is a runner on third base, the runner may  not steal second or third on any ball that is caught by the catcher. One successful steal of home  will be allowed per inning per team in the first half of the season. For the first half of the season the only acceptable steals are balls that get behind the catcher.  For the second half of the season, steals will open up and follow Little League rules.


COACH PITCH LEAGUE 

Draft—Coach Pitch: Before the draft the children of the managers and voted-in coaches will be  placed on the appropriate teams. The draft will then proceed with teams drawing a draft order  number and selecting players in alternate reverse order (example: In a five team league in  round 1: team 1 selects 1st, team 2 selects 2nd, and so on, and in round 2; team 5 selects 1st,  team 4 selects 2nd and so on). Consideration will be given to siblings when making selections.  Accommodations requested for transportation reasons will be considered if room on the roster  permits. These accommodations and requests will be provided before the start of the draft.

Coach Selection—Coach Pitch: Each team will be allowed a manager and three equal  coaches.  

Game Length—Coach-Pitch: No new inning will start after 1 hour. 

Inning Length—Coach-Pitch: A half inning consists of three outs or when a team bats  through the entire line up whichever comes first. 

Base Running Rules—Coach-Pitch: No stealing is allowed. Running starts when the pitched ball  reaches the batter. Base running stops when the ball is in the control of an infielder. At that time  the runners will be placed at the discretion of managers depending on the runners’ progress.  Batters and runners will be able to take as many bases as possible until this rule is met. No  extra bases will be allowed on over throws of first base for the first 14 days of the season.

Won/Loss Records—Coach-Pitch: No won/loss records are kept. 


Pitch limits to a batter: a batter shall receive no more than 7 pitches.

Coach-Pitch Showcase: The Coach-Pitch division will have a Coach-Pitch Showcase game at  the end of the regular season. Teams will be split into two divisions and an equal number of  players from each team will be selected to fill a roster of no less than 10 and no more than 16  players. The coaching staff of each team will select players from their team to be members of  the Showcase team. The rules in effect for the second half will be utilized in the Showcase  game. 

ALL LEAGUES 

All-Stars—Manager Selection: The coaching committee will review and select the managers  for each All-Star Team. The manager in consultation with and approval by the coaching  committee will select the coaches. All Managers and coaches will be approved by the Board of  Directors. Coaches and managers must submit a written letter of interest in serving on an All Star team by May 1.  

Evaluations—All Leagues: The children of all managers and coaches must abide by the  evaluation rules. Even when Draft Options for these players exist, it does not exclude them  from evaluations. This rule applies at ALL levels of play. 

Field Lights—Major Field: Field lights at the BRLL Major Field by agreement with the Town  of Brunswick MUST be turned off by 9:30 pm every night. Failure to have lights off by this time  may result in BRLL losing the privilege to use the lights. There are absolutely NO exceptions  to this rule except by permission of the BRLL President or Vice President of Baseball/Softball  based on the team using the field. Managers/coaches and umpires should use the following  guidelines to achieve this goal. 

1. The assigned Umpire in chief’s watch is the “official time” for that particular game. 2. No new inning will be allowed to start after 9 pm. 

3. The game must be ended at 9:15 pm sharp, no exceptions. 

4. Umpires do not have the discretion to modify this policy, regardless of score, or game  situation. 

Ground Rules—All Leagues: 

1. No food is allowed in the dugout.

2. The use of tobacco in any form is prohibited on the playing field, benches,  dugouts, and spectator areas (Little League Regulation XIV(e)).  Specifically, sunflower seeds are not permitted in the dugout.


3. No parents are allowed in the dugout (only the manager, and two coaches/three  coaches for coach pitch and below). 


4. Under no circumstances will anyone, not including players and managers/coaches, be  allowed in the dugout or on the field who has not completed a volunteer form and  passed the background check. (Regulation 1(c)5). 


5. Scorekeepers are not allowed to assist in coaching. 


6. Managers and coaches are to remain with their team in the dugout and playing field  areas throughout the game. Managers and coaches should not be socializing in the  stands with spectators. 


7. Players are to remain in the dugout area when not in the field and are not to sit in the  stands with parents and friends. 

Manager/Coach Selection: The Coaching Committee as appointed by the Board will review  all who apply to be managers and coaches and provide a list of suggested managers and  coaches to the President for appointment and subsequent confirmation by the Board. For  Minors and above, managers will select from the Board approved coaches after the draft.  

A candidate will not be appointed if they also manage a travel team that does not consist 100% of BRLL players. They may be selected to coach. If the travel team consists of 100% BRLL players, the candidate may be considered to manage or coach.  If an individual manages/coaches during the regular season, he/she shall be permitted to be an All-Star Manager/Coach.

Post-Season Eligibility—All Leagues: Any player who quits his/her team during the  regular season is ineligible for any post-season All-Star team. 

Postponed/Suspended Games—All Leagues: Postponed and suspended games will be  scheduled and played at the soonest available open field time. 

School Events—All Leagues: If three or more players are missing from one team to participate  in a school event, that game will be rescheduled as per our postponed/suspended games policy. 

Scorebooks—All Leagues: All teams at every level must maintain a scorebook. The use in  T-ball and Coach Pitch is primarily for maintaining the roster. 

Grievance Procedure – All Leagues: We strongly encourage an open dialogue between  players, coaches, managers, volunteers and board members. Often, disagreements and  misunderstandings can be dealt with effectively and efficiently when they are articulated in a  timely and responsible fashion to the appropriate people.  

Face Mask Requirements – All Leagues: All softball players in Minors and below are required to wear a suitable face mask while on the field.  At the Majors level and above, all infield players are required to wear a face mask while on the field.


To the extent any player, parent, volunteer, or umpire wishes to communicate a grievance  regarding any player, parent, volunteer, umpire, or league policy, it should be first directed in  person to the party in question.  

If an agreement cannot be made that satisfies the complainant, the next step in the chain of  command is the representative for the respective division (T-Ball, Coach Pitch, Minors, Majors,  or Intermediate, Juniors and Seniors) of either baseball or softball.  

If an agreement still cannot be made, the next step is a formal complaint that should be  submitted in written form to the league’s current president (please see webpage for current  President’s contact information - https://clubs.bluesombrero.com/Default.aspx?tabid=1050982. If  the grievance concerns the league president, it should be submitted to the league’s secretary (please see webpage for current Secretary’s contact information -)

No specific form is required for a grievance, just a letter that provides as much information as  possible concerning the relevant issues and the person or people involved. A written grievance  should also state the responsive action that is desired. All formal complaints should be received  by June 15 for the spring season, Sept. 1 for the All-Star season and Nov. 1 for the fall season.  

The league president or secretary will assign the investigation of a grievance to two current  Board members, who will communicate with the grievant and gather the necessary information  to present it to the full Board at the next regularly scheduled Board meeting. If a member of the  Board is either the subject of the complaint or making the complaint that Board member will be  excluded from any discussion of the issue. When necessary, a special meeting may be called to  consider a grievance. Upon presentation of a grievance to the Board, as appropriate, the Board  will either respond to the grievance in writing or communicate that additional investigation or  inquiry is necessary. 

The Board is committed to handling grievances in a timely fashion. Absent extraordinary  circumstances, the Board will communicate its decision with respect to a grievance in writing  within 10 days of the Board’s consideration of the grievance. 

Any questions concerning these procedures should be addressed to the league’s president or  secretary. 

Malicious Player Conduct—All Leagues: Malicious conduct of any kind will not be tolerated at  Brunswick Railroaders Little League (BRLL). Any incident deemed to be intended to cause  harm to another player, be it physical, mental, or verbal abuse, must be turned in to the Safety  Officer immediately. The Board of Directors will then assign a committee to investigate the  incident. Upon completion of the investigation, if it was found out that this was intentional, the  committee will assess disciplinary action to the offending player. 

The following steps will be put in place in a three strike system: 

Strike 1: This would be the player’s first offense. A letter will be given to the player andhis/her parents outlining the incident and the findings from the investigation.  Additionally, the player will receive a one-game suspension.  The player and parents must come before the Board of Directors to receive  the letter so the incident can be explained and to make clear that future actions will be punished more severely.  


Strike 2: This would be the player’s second offense. A second letter will be given to the  player and his/her parents outlining the incident and the player will be given a one two game suspension. The player and parents must come before the Board of Directors to review the incident and to be informed that this is the player’s last warning. 


Strike 3: This would be the player’s third offense and will result in suspension for the remainder of the season.

 

This policy is BRLL’s guidelines on handling malicious conduct. However, any incident that is  deemed serious in nature or that violates Little League, Local, State, or Federal laws, will result  in the immediate removal of the player. 

Refund Policy-All Leagues: The following policy will be followed when issuing refunds: If a player decides prior to tryouts or being assigned to a team to not play, the player will receive  a 100% refund.  

If a player decides after tryouts/being assigned to a team, but prior to Opening Day, the player  will receive a 50% refund, due to the expenses associated with  ordering uniforms and other expenses incurred by the league in anticipation of the child playing.  Refunds must be requested no later than 2 weeks after Opening Day. 

Following Opening Day no refunds will be issued, unless the season is cancelled.  

If a season is cancelled, upon said determination by the Board, credits will be issued to each  player’s account. The amount of the credit will be based on the costs incurred by the league for  that level of play subtracted from the registration fees paid. A player’s parent or guardian may  also elect to donate any fees paid to the league or request a refund of the credited amount. The  request for a refund must be submitted in writing to both the Player Agent and Treasurer within  2 weeks of the league announcing the cancellation of the season.  

Unsportsmanlike Conduct—All Leagues: Good sportsmanship is an important component of  Little League Baseball. Unsportsmanlike conduct by BRLL players and volunteers is  considered a serious matter. Displays of unsportsmanlike conduct may be brought to the  attention of the BRLL Board of Directors. Discipline for unsportsmanlike behavior is subject to  discipline at the discretion of the BRLL Board of Directors.
